Reading Difficulty Risk Screener (SB114)

Beginning in the 2025–26 school year, California requires all public schools to use a state-approved early reading screener for students in kindergarten through second grade. The goal of this new law (SB 114) is to ensure that every child receives the right support to become a strong, confident reader. This state-mandated tool is designed to provide timely data on students’ foundational reading skills, enabling educators to target instruction and intervene early when needed. Results will be used solely to guide instruction and support student learning.

In alignment with SB 114, San Marino Unified will implement the required early literacy screener beginning in the 2025–26 school year for all students in grades K–2.  SMUSD teachers were instrumental in selecting the best screener for their grade levels. From the four available state-approved screeners, kindergarten selected Amplify, and grades 1 and 2 selected Stanford ROAR. These developmentally appropriate screeners assist teachers in identifying students’ strengths as well as any areas where they may need additional help. Results are used to guide instruction and provide early interventions, not to assign grades. By catching reading challenges early, schools can partner with families to support every child’s literacy journey and set the foundation for long-term academic success.
