7-11 Committee

On July 13, 2010, the Board of Education authorized formation of a "7-11 Committee" (a committee of a minimum of seven individuals and no more than 11 individuals) to review information and data to determine the amount of surplus property space or real property available; establish a priority list use of the surplus space and/or available real property; provide community input on acceptable uses; and forward their recommendations to the Board of Education. The Committee assignments were formalized by the Board of Education on July 22, 2010 in accordance with Education Code Section 17389. The 7-11 Committee is representative of the District's ethnic, age group and socioeconomic composition, the business community, landowners, teachers, administrators, parents, and persons with expertise in environmental impact, legal contracts, building codes, land use planning, local zoning and other local land use restrictions.
 
The 7-11 Committee held its first meeting on August 18, 2010 at which time they reviewed student enrollment trends and projections, the District's strategic plan, the District's budget, school maps, facilities information, including student capacity data, the Stoneman Facilities Master Plan, and the Stoneman Task Force Report. The information helped the 7-11 Committee in determining the amount of surplus space and real property, review issues and information specific to the Stoneman Property, and establish a priority list of the use of surplus space and real property specific to the Stoneman Property. Following the August 18, 2010 7-11 Committee Meeting, the Priority Use List was circulated throughout the District's attendance area. Notices were posted in public locations, notice was published in the San Marino Tribune, and a Constant Contact notice was distributed via email. The Notice of the Public Hearing is listed below. 
 
On September 1, 2010, the 7-11 Committee held a public hearing to solicit public comments on the Priority Use List. Written correspondence was also received and it was entered into the official record.  The 7-11 Committee agreed on their recommendation for the priority use of the Stoneman Property. Minutes of the September 1, 2010 meeting and the written correspondence are listed below. The Recommendation of the 7-11 Committee (see below) will be submitted to the Board of Education on September 14, 2010 for their review and approval.

Priority Use for the Stoneman Property Recommendation:
 
1. A long term lease with the City of San Marino
2. Sell the property to the City of San Marino at the highest and best use value
3. Lease the property to a philanthropic organization
4. Sell or exchange the property with a philanthropic organization at the highest and best use value
5. Only upon exhaustion of all of the above preceding priorities, sell or exchange the property for residential development
